Curriculum reforms in basic education have been an essential component of educational reform, playing a crucial role promoting student holistic development. To secure their national competitiveness, developed countries made persevering efforts to improve education. In the early 1990s, United States started implement reform curriculum standards as major strategy address those long-standing issues such low academic levels students and inequality education, which could be impediments achievement nation’s political, economic, social development goals. The revised strived eliminate prevalent acceptance “mediocrity” system. Student learning was transformed into succession interrelated activities centered on core objectives were encouraged construct new knowledge based prior experience. As result, previous system that loaded with repetitive superficial exercises abandoned (Chen, 2004).
